Pastor Rob Davis: Rom. 13:1-7

In Romans 13:1-7 Paul gives two commands concerning our responsibilities toward governing authorities.

1. Everyone must submit to the governing authorities.
   1. Because all authority is established by God (v. 1).
      1. To resist authority is to oppose God’s law (v. 2a).
      2. Those who oppose God’s authority will receive condemnation (v. 2b).
   2. Because rulers are ministers of God.
      1. They praise good behavior, so do not fear them if you do good (vv. 3, 4a).
      2. They bear God’s wrath against evil, so fear them if you do evil (v. 4b).
   3. Because your conscience reveals what is good (v. 5).
2. Everyone must pay taxes and give honor to governing authorities.
   1. Because they are servants of God (v. 6).
   2. Because we are commanded by God to give the authorities their due (v. 7).
